[Chandler-dev] New *public* repo submit page

Hi,

Not sure if people noticed but Jared just changed the repo submit 
mechanism (as part of fixing bug 7139). It's now there:
    https://feedback.osafoundation.org/repo/submit

This is a *public* system now. Would certainly be a good idea if we'll 
start using it internally (QA, devs) and report issues before it's being 
hit by users worldwide.
