[Chandler-dev] Subversion 1.4.5 is out - recommended upgrade for windows 1.4.x users

The Subversion folks have released 1.4.5 and it includes a "medium 
risk" security fix (their words) for Windows.

So this is a recommended upgrade for people running 1.4.x on Windows.
