[Chandler-dev] desktop bug update

A few hours after bug council, we have 8 open bugs (and 1 untargeted).

The good news is that we're not seeing scary round trip bugs (which 
would involve the server/hub), and we have leads/theories on how to 
address the targeted bugs. I know these bugs have been challenging, but 
all y'all are persevering and making progress.

We're not branching yet, as the focus is on the scary bugs. We're not at 
ZBR yet.

Status on the "scary" bugs:

- Morgen determined that Bug 10384 (Unknown EIM translation) had been 
fixed in an earlier revision. (Yay!)

- We have a fix ready to do ssl verification in a special repository 
view, waiting on more review.

- Andi submitted his patch for making some index errors runtime errors 
(which makes them more reproducible)

- Andre found an index problem even after Jeffrey's fix. Looking at the 
repository history and with some feedback from Andre, Jeffrey can 
reproduce with an earlier version of Andre's repository.

- Mimi ran into another index problem, which Andi determined to be 
different from the issue that Jeffrey fixed. Andi to investigate.

- Grant has another similar case he's looking at (reproducible), and 
will file a separate bug.
