[Chandler-dev] Ok to remove --scriptTimeout?

In the interest of pruning unnecessary/buggy startup options I would
like to remove --scriptTimeout. It isn't implemented on Windows, and
even on Mac and Linux it will only work in cases where Python actually
gets a timeslice to run (there have been cases where a wx dialog is up
and python does not run until the dialog is dismissed - or could have
been infinite loop, can't remember).
Speak now if you need this.
PS. rt.py timeouts all external processes it starts, and this is cross
platform.
