[Chandler-dev] Chandler alpha4 schedule change

We've looked at the rate of incoming new bugs and the currently assigned
alpha4 bugs and realized we can't make a good alpha4 without extending
the deadline.

Looking at the workload we've decided to add 2 weeks to the schedule,
which pushes alpha4 to Oct 17.

We are concentrating on bug fixes and some performance fixes during the
reminder of alpha4.
