[Chandler-dev] Feature Freeze in effect

Chandler is now in Feature Freeze mode for 0.7alpha4.

What this means is that you can check in changes only for bugs that have
been approved by the bug council. All bugs assigned to alpha4 by bug
council are approved (although the bug council is starting to prune them
today - we have too many as is).

All code changes require code review prior to checkin.

You can checkin changes to comments and docs without bugs or reviews, as
well as build breakages (although even then it would be good to ping
someone on IRC to review the change before checkin).
