[Chandler-dev] float('1.0') failing occasionally in French locale

Another aspect I forgot to mention is that I was running Chandler in
French using the "-l fr" argument on the command line. I didn't change
the OS level locale. Could that be a source of the problem? (i.e. some
part assuming French and so assuming English...)
