[Chandler-dev] Feedback changes

The latest feedback dialog has some changes I wanted to notify you of.
First, the much requested feature of getting a feedback ID for the
report you send is now there: it will be appear in the 'Required' tab.

We also now save every sent feedback report into the profile directory.
The filename will also appear in the 'Required' tab after sending feedback.

Finally, there is now a new Restart button on the dialog. This will shut
down Chandler, and launch a new instance of Chandler with the startup
options dialog. This works well on Windows, but there is a bug on Linux
where you must currently start with explicit --locale option, because
the restarted instance somehow cannot detect the locale by itself. I
have not tested at all on Mac, so there may be problems. If you try,
please let me know (and let me know if you used svn or if you downloaded
a continuous build or checkpoint).
