[Chandler-dev] Feedback vs bug reports

People have asked me if they should file a bug when they see the
feedback dialog, and if they still need to file a bug even though they
sent the feedback report. The answer is yes, please file a bug.

Also, please send the feedback reports as well, even if you see the same
problem again. This will help us pinpoint what problems are occurring
most often. Exception: if you are reproducing an issue on purpose, it
does not make sense to send feedback in that case.

Overall, please keep sending those feedback reports, because it will
give us an idea how (un)stable Chandler is. I personally think we need
to get to mean time between failure of over 8 hours (same for median)
before Chandler will start feel like a solid application for most people.
