[Chandler-dev] Changes to external projects - please do not make them without discussion

Please do not make *any* changes to an external project without doing 
the following:

	1. Sending me an email (or an IRC message) explaining what the change 
is and what problem it fixes
	2. If the external project is not owned by you, file a bug with a 
patch so I can test the change.
