[Chandler-dev] alpha4 branch plans

We are planning to branch for alpha4 on Thursday morning.

We currently have 25 bugs assigned to alpha4, but we have identified
only 7 blockers. Therefore, on Thursday morning we will branch, and move
all except blocker bugs to alpha5. Only blocker bugs will be allowed on
the branch, and checkins will continue to require a bug number and code
review prior to checkin.

Note that if you think any other bugs should block alpha4, feel free to
add the 'blocking0.7?' flag. Bug council will review these by Thursday
morning.
