[Chandler-dev] subversion version note

TortoiseSVN just prompted me to update to the latest version, which is 
linked with Subversion 1.4. I was reading the release notes while 
downloading the installer, and I'm glad I did: there's a compatibility 
warning that the local checkout directory format is slightly different 
in 1.4. It says the conversion is transparent (nice), but that after the 
conversion, you need to use 1.4-based clients. I then checked Cygwin, 
and found that their latest version of the command-line client is still 
based on Subversion 1.3. So, I'm sticking with the old TortoiseSVN for 
now, until Cygwin ships a newer version.

So: If you use two clients on your local machine (or share working 
directories between machines), it's probably a good idea to update 'em 
to 1.4 together!
