[Chandler-dev] Tree CLOSED because of test failures

We have a rather frequent intermittent bug, so we should treat this as
continuous orange. The bug is 7129, and I am currently assuming it was
caused by stearns in r12045.

As usual, any help would be appreciated (figuring out why this fails,
how to fix it, or pinpointing what exact revision caused this).
