[Chandler-dev] How to move a bug to alpha4 and Bug Councils

Hi,

It has been proposed that we run a daily short Bug Council to expedite 
the amount of bugs thrown our way. Considering the furious current find 
and fix rates, that's not a bad idea. So the Bug Council will confer on 
a daily basis till the end of alpha4. I'm proposing 11am. Bug Council 
members, would that work for you?

Because of the high find rate right now, we also need some more 
flexibility to move bugs on the alpha4 plate, namely: using the common 
sense and judgement of devs on lots of those:
- Easy fixes and one liners: as long as those bugs are reviewed 
(Bugzilla record, patch posted on Bugzilla and reviewed) and not risky 
(appreciation left to your sound judgement), it is perfectly fine to 
move a bug to alpha4 without going through the Bug Council. Anyway, we 
can always back out a change after commit if it turns out it's too risky.
- Somewhat tricky bugs: for borderline / more controversial bugs, asking 
at least one Bug Council member for clearance should be done.
- The normal/formal way: for all non urgent fixes, the old fashion way 
(clearing the target milestone and commenting in the bug) should always 
be the preferred way. With the current rate of Bug Councils, the delay 
will be 24 hours at most.
