[Chandler-dev] Chandler Makefile change - parcel egg installation changes

The change I'll be committing soon to fix bug 6713 (plugins can't live 
in CHANDLERBIN) has quite a few changes that deal with where parcel 
eggs are installed and handled.

Basically all of the chandler/projects/ parcels, the Chandler locale 
plugin and setuptools itself are now being installed in CHANDLERHOME 
instead of CHANDLERBIN.

This means you will be seeing *.pth and *.egg-link files and/or 
directories in CHANDLERHOME.

This doesn't change how Chandler runs since CHANDLERHOME is in 
PYTHONPATH but just how messy the CHANDLERHOME directory will look :)

The change has been tested to make sure the following situations are 
handled:

	CHANDLERHOME CHANDLERBIN not set
	CHANDLERHOME set CHANDLERBIN not set
	CHANDLERHOME not set CHANDLERBIN set
	CHANDLERHOME CHANDLERBIN set to different locations
	CHANDLERHOME CHANDLERBIN set to the same location
