[Chandler-dev] 0.7alpha4 reached final status

Hi,

Finally, the second RC was the good one and the Bug Council put its seal 
of approval on it. We're done as far as code and bugs are concerned!

Next steps:
- Bear to build the final official bits (task described in Bug#7207, 
this will happen within the next 24 hours): the same thing as RC2 except 
for the version string
- QA to test the final bits (1 to 2 days)
- QA to give its green light to Pieter for the announcement to go live
- http://chandler.osafoundation.org/ page points to 0.7alpha4, 
announcement on OSAF website and blog
