I think this is the default for Postfix mail servers.  At least, mine is 
that way and I don't recall needing to explicitly configure it to do that.

The SMTP protocol has actually required a valid FQDN host name for over 24 
years now...  even before Gore invented the internet, or Stevens rebuilt it 
with a series of tubes!  :)  See RFC 821 for the (dare I say it?) gore-y 
details.
