[Chandler-dev] test->logging menu change

It looks like the new ConfigObj module we installed recently is clashing with 
code used by the "Test -> Logging -> Load Logging Configuration File" menu 
option. It is also breaking -L support (passing a logging config file at the 
command line). This was filed as bug 7277.

The current thinking is to revert to using the logging module's fileConfig 
function which is enough to make -L support work again and to get rid of the 
menu item which is broken without the (now broken) fileConfig code at the 
bottom of application/Utility.py.

This would allow is to get rid of this broken code altogether instead of 
fixing it.

Is this ok ? Is there someone that is using this Test menu item that would 
volunteer to fix the breakage in order to keep it around ?
