[Chandler-dev] 0.7alpha2 branch is now CLOSED - preparing 0.7alpha2 for distribution

All of the non-code changes are done so I'm tagging the 0.7alpha2 
branch as 0.7alpha2 and preparing the distribution bits.

Please consider the 0.7alpha2 branch to be CLOSED - any change to this 
status will need to be approved by the bug council.
