[Chandler-dev] Chandler alpha3 schedule update

The plan is to make alpha3 a short cycle, concentrating on a few
specific issues. Focus will be on things like Intel Mac support,
performance, and background syncing.

June 21, alpha3 code freeze
July 7,  alpha3 release
