[Chandler-dev] 0.7alpha2 branch has been created and the trunk is now 0.7alpha3.dev -- Tree is OPEN

I've created chandler/branches/0.7alpha2 for any changes required to 
release 0.7alpha2.  The code-freeze rules are still active for the 
0.7alpha2 branch.

I've bumped the version information for Chandler trunk to 0.7alpha3 - 
please consider the source trunk to be OPEN
