[Chandler-dev] Docstring cleanup pass

I'm going to be going thru the list of epydoc warnings and errors and 
making a lot of little changes.

I'll be making the changes tonight and tomorrow.  If anyone has any 
concerns that I may cause them a merge nightmare let me know :)

During this pass I'll also be updating any Copyright strings I notice 
that do not have 2006 listed
