[Chandler-dev] Functional Tests are now live on the "quick" tinderboxes

Thanks to everyone who helped track down all the various oddities and 
issues we discovered while trying to get Functional Tests running on 
the quick build tinderboxes.

The Functional Tests are now running as part of the quick builds: Kona 
(windows), Molokini (os x) and Maunaloa (linux)

After a day or so of green I will enable the notifications for them 
again.

The quick builds should now be monitored by all Chandler devs for Green 
before and after any commits.  The closer we get to a alpha deadline 
the more strict I will be in backing out changes that cause the 
tinderboxes to fail.
