[Chandler-dev] Chandler deadlock

Hi Andi:

While quitting chandler on windows I noticed that it hung forever. As it
turned out I was running a debug version that I could attach to in MSVC.
When I attach and try to pause it said:

"The process appears to be deadlocked (or is not running any user-mode
code). All threads have been stopped."

It seems unlikely that we would be running non user-mode code
indefinitely, so I suspect we still have lingering deadlocks when
closing the repository
