[Chandler-dev] alpha3 code freeze approaching

June 21 (Wednesday) we will be restricting Chandler checkins to
regression fixes. Other fixes will be considered on a case by case basis.

The reason is that alpha2 has turned out to be pretty flaky and we want
to spend the last two weeks of alpha3 to gain some stability. We have
also big changes landing this week, which are likely to cause several
regressions.
