Ok, I was confused then. I thought all of the translations were going to
be stored in the repo. I didn't follow all of the discussion that lead
to the decision earlier to use the repo for the translations (in any
capacity), but it has bothered me for some time.
I am definitely against using the repo, even for translation paths. The
bootstrap edge case is a big one against it, but I could imagine there
are other cases where it could also cause problems.
