[Chandler-dev] New Framework Proposal

We discussed it earlier today and I forgot to include it in my email.
Since all of the new framework stuff is in a seperate directory we
can merge our stuff in without removing all the old tests.
Instead of trying to merge all the chandler changes you guys made to
the test_framework branch and then port all the i18n test changes we
decided to wait until we merge our new tests into the trunk and then
change all our tests.
