[Chandler-dev] alpha3 schedule update

We have found 5 serious problems with our testing of the first alpha3
release candidate. We want to take a stab at fixing them. This means
alpha3 will need to slip. The current plan is as follows:

   * rc2 on Thursday or Friday (basically just a checkpoint from the
alpha3 branch)
   * alpha3 on Tuesday, July 25

Philippe will be acting as the release manager for the remainder of alpha3.
