This is a fine plan for alpha 3, so +1.

In the medium term I would be happy if the process was a little more
discoverable.  Now that there's an established bug council that meets
regularly, does anything (aside from verbosity) stop us from adding a
"Request Bug Council Triage" status for bugs, or something more pithy
but similarly clear?
