[Chandler-dev] We can branch!

By my latest counts we have 8 code bugs blocking alpha3, and can
therefore branch. I will be moving all the test-only bugs to alpha4
since we won't be taking any more of these on the branch.

The plan is to not have Tinderboxes for the branch (since it will be so
short lived) but to rely on developers to be extra careful with testing.
Also, next Monday the plan is to do the checkpoint build and test on
branch only, due to limited QA resources.

Bear, feel free to create the 0.7alpha3 branch. Let us know when it is
ok to start working on the branch and how should one pull it.
