[Chandler-dev] Python performance tip: use cElementTree

Andi noticed that cElementTree is about 5 times faster than the pure
Python ElementTree. We still use the Python version at least in zanshin
and sharing code, so we should switch.

If you notice any other cases where we could gain performance
improvements by switching implementations, please let us know...
