[Chandler-dev] Chandler build upgraded to Python 2.5

I just did an svn undate on internal, external, chandler and hardhat,  
then did a make realclean, built to-python and the build failed.

I've often noticed that realclean doesn't work. However, deleting  
everything then checking out fixes it.
