[Chandler-dev] small change to how the Chandler distribution is made

While investigating a "chandler doesn't start" bug that Mimi (via 
Grant) mentioned I came to realize I had missed a paragraph in the 
Setuptools develop mode code that explains that the develop mode 
*really* is only for developers and needs to be un-installed before 
shipping.

I'm making the change now that will allow the distributions created by 
the tinderboxes to work properly.  I will post a notice when the 
continuous builds are working again.
