[Chandler-dev] feeds parcel egg plugin wrap up

To summarize where we are at with the feeds parcel issue:

* We will make parcel eggs automatically available for quick builds in 
alpha3. (Bear, Heikki, PJE: do we have a bug for this?)

* We will not turn off functional tests for the feeds parcel

* If we have any disruptive API changes that affect the feeds parcel 
before the build system is updated, PJE will back out his change.

In other words, do nothing until we encounter the problem.

Bryan and other apps folks -- if/when you need to make changes that 
affect the feeds parcel, say the word and we will back out the change.
