[Dev] docstrings mass update - FYI

I've been working on the auto-generation of the API documentation and 
while trying to figure out why some of the source modules are not being 
documented I've fixed quite a few epydoc errors and warnings.

Because this update touches a number of source files, I figured I would 
post the changed files here to give people a heads up.  Once the 
Milestone is over and the tree is opened I would like to commit the 
changes.
