[Dev] 0.5 feature complete

Our original plan of record for 0.5 was to have milestone 0.4.05 (Jan 
11) be our feature freeze date.  Instead, we now plan to extend feature 
development in order to get important functionality solidly into 0.5.  
This isn't yet reflected in the milestone schedule page but we think we 
ought to get to feature complete around the end of January and be 
happier about what 0.5 looks like then.
