[Dev] Vote: eliminating all parcel xml in 0.6

If at all possible, any reorganization should take place *after* porting, 
not before.  When we were doing schema API porting, about 90% of the 
problems people came to me with were problems caused by trying to do 
cleanup or re-org at the same time as they were doing porting.  :)
