[Dev] Updated milestone schedule

Since I've now heard it a few times that the 0.5 release cycle would be 
14 weeks I updated the milestone schedule with dates I think make most 
sense:

I've also added milestones 0.4.01-0.4.06 into Bugzilla so you can start 
assigning bugs to the correct milestones.

Let me know if this schedule should be changed.
