I've replaced the *.tar.gz downloads with zip files. I just now 
realized that this still leaves the issue of cvs checkout unresolved. I 
believe we want to provide a relatively simple install experience for 
windows developers. The solution I see at this point is to include the 
"chandler" checkout into the debug/release zip files. I will experiment 
with this on Monday.
