[Dev] CVS activity now reporting to CIA

Would it make sense to request a CIA Ruleset so that a bot is logged
into irc.osafoundation.org? Two options come to mind, either a separate
channel irc://irc.osafoundation.org/commits or in #chandler. This might
be a good way to spark developer discussions within the context of
specific change announcements from CIA. It would also give a sense of
activity not otherwise seen via IRC for newcomers that stop by.
The code for the CIA BotNetwork is an interesting Twisted application.
Perhaps an opus/tellbot derivative could be based on their framework.
