[Dev] 0.5 planning

As Mitch alluded to in the staff meeting today, I've started on 0.5  
planning:

This is definitely just an initial strawman and, in the following  
weeks, I'll be working closely with Katie and Lisa and then coming  
around directly to many of you,  to turn this into a realistic do-able  
plan and then schedule. But if you see anything that jumps out as plain  
wrong or is missing now, do let me know.
