[Dev] Chandler Milestone 0.3.20-A announced

We are pleased to announce the availability of the revised 0.3.20(A) 
milestone of Chandler. Downloads are available from 
http://builds.osafoundation.org/chandler/snapshots/latest with the 
following caveat:

Linux version as of 6:10 PM is not launchable by the executable binary, 
but may be run from the command line. (After you untar the download, 
enter the directory created (Chandler_linux_debug_0_3_20_A/) and type 
debug/RunChandler)  (or if you downloaded the non-debug, enter 
Chandler_linux_0_3_20_A/ and type release/RunChandler)

Windows and MacOS versions are launchable in the usual fashion; some 
performance degradation is being seen on Windows.

The CVS tree is once again opened.
