[Dev] Updated Bugzilla components

This week I asked for feedback from several people and simplified the 
components under Chandler development. These will still be evolving, but 
I think it should now be easier to find the right component to file a 
bug into.

You can see the current list of components with descriptions and default

If you have any suggestions for improved descriptions or other comments,
