[Dev] Tree closure at noon on 7/13/2004 for 0.3.20 milestone

To give us a little more time in ironing out build problems and doing 
some sanity testing of the builds, we will be closing down the tree at 
noon next Tuesday (7/13/2004). In other words, do not checkin after noon 
until you receive a message that the tree is again open.
