[Dev] Autogeneration of documentation now using libxslt

Hi Folks,

With lots of help from Morgen, the autogenerated documentation at 
<http://builds.osafoundation.org/autogen/> is now using libxslt to 
transform the various parcel.xml files into (hopefully) readable 
documentation.

Over the last week I've made various changes to the XSL transforms, 
including implementing attribute inheritance from superKinds, aspect 
inheritance from a superAttribute if it exists, and displaying local 
attributes as well as regular attributes.

Now that the xsl transforms are using libxslt, none of Chandler's code 
or ancillary services are using 4Suite's XSLT processor, so Morgen has 
just removed 4suite from Chandler's build dependencies.
