[Dev] transition to cpia application, removing old code

fyi,

As you know, we've been transitioning away from the old "viewer parcels" 
world to our cpia architecture. Currently, "ChandlerNew.py" and 
"ApplicationNew.py" are the code that fires off the new world, 
"Chandler.py" and "Application.py" still contain remnants of the old. 
We're going to move ChandlerNew and ApplicationNew to Chandler and 
Application, and remove the old code. We will also be removing old 
python packages used in the old world but not the new.

Apologies in advance if this switch inadvertently causes anyone grief.
