[Dev] New milestones and other related changes

I updated the planned milestones to reflect our current thinking. They 
now go all the way to 0.3.27 followed by 0.4 Release at the end of 
October. It is still very much possible things will change as we shuffle 
things around, but now you should at least have enough room to put tasks 
in Bugzilla to reflect the wiki pages :)

I also changed the Blue Sky milestone in Bugzilla to Future. The reason 
is that Blue Sky is not very clear, at least to people whose English is 
not strong.


Other planned Bugzilla changes that I would also like to bring up:

* Get rid of the bug resolutions LATER and REMIND, and put them in the 
Future milestone. Rational: having bugs in LATER and REMIND state will 
practically guarantee that they are forgotten, and will not show up in 
any queries. They really are unresolved issues that are meant to be 
handled in the Future.

* Get rid of the CLOSED resolution, and put any bugs in this stage to 
the stage the bug was previously in. Rational: unnecessary complication 
that does not even work in a situation with multiple releases from same 
code base.
