[Dev] tree checkin rules approaching 0.2

results of today's 0.2 release meeting

morgen has pulled and built the candidates for 0.2.  please download 
and check these out.

do not check in anything, tree is closed for the next couple of days.

meeting on thursday at 1pm to review proposed changes to tree.  in 
order for a change to be accepted you need to have a tested and 
reviewed fix.  if it isn't tested and reviewed, it isn't a fix and 
isn't worth discussing.

some hope that final 0.2 build would happen on friday.
