[Dev] New parcel...would like feedback at tomorrow's IRC discussion

I have created a new Chandler parcel called PartNParcel. PartNParcel is a "parceller"--a Chandler parcel that generates Chandler parcels. 

For the last several weeks I have thought that people just starting out on Chandler development have needed a tool that expedites the process of making Chandler parcels, generating all the necessary python files and source code in the correct hierarchy, as well as altering regular XRC files created with WxGlade so they are Chandler-compatible. You still have know how the parcel system works so you can tweak the wxViewerParcel code to do stuff (i.e. you still have to read Ducky's tutorial), but there's a lot less you have to type. I hope to eventually turn this into a tool that someone with rudimentary python knowledge and no (or at least very little) WxWindows knowledge can use to easily create useful Chandler parcels in a short amount of time. 

PartNParcel is still not ready for prime time and the documentation is barely functional (which is why I'm posting this on the dev list and not on the design list), but I am releasing it anyways because:

1. I'd like to get some feedback from people at the IRC meeting tomorrow, if possible. I'd like to know what will probably break once 0.2 is released.
2. I was so coveting that "be the second to create a Chandler parcel" spot on the wiki, and I knew it would get taken eventually ;)
