[Dev] Updated HardHat

For those of you using HardHat to build the Chandler system from source, please make sure to update your copy of the hardhat directory from CVS.  I just made a change that fixes the "-s" and "-S" options (for "scrubbing" non-CVS files).  For instructions on how to checkout/update from CVS, see the Wiki page:
